This project aims to identify performance measures to support emergency response agencies to optimise policy and regulatory framework and streamline governance, plans and efforts, with a focus on fire and rescue services. The project will determine relevant, measurable meaningful measures that effectively demonstrates the value of the services delivered to the community.

This project concept was developed by Fire Rescue Victoria. 

This project aims to identify performance measures to support emergency response agencies to optimise policy and regulatory framework and streamline governance, plans and efforts, with a focus on fire and rescue services. The project will determine relevant, measurable meaningful measures that effectively demonstrates the value of the services delivered to the community.   

The research will serve as a guide and reference for emergency and fire and rescue services to: 

  • develop an evidence-based benchmark of performance indicators and measures for the key capabilities delivered 

  • identify and trial performance indicators and measures that are appropriate for monitoring progress towards achieving intended outcomes 

  • identify the performance indicators and measures for key capabilities and responses 

  • streamline systems and tools in collecting data for reporting against the identified performance indicators and measures 

  • identify the challenges in implementing outcome-based performance measures to enhance service capability through a continuous improvement process.
